This paper seeks to explore the history, aims and delivery record of Afghanistan’s National Action Plan (NAP) on the United Nations Security Council Resolution (UNSCR) 1325 on women, peace and security, in order to place in context a model for broadening its implementation.

Thus, this publication also serves as background material for future OSCE co-ordination meetings where the revision or drafting of a new plan or strategy will be discussed. National Action Plans for the implementation of UNSCR 1325 are national-level strategy documents that outline a government’s approach and course of action for localizing action on the Women, Peace and Security Agenda.
